Dear Sirs/Madams,

 

I am pleased to inform you that the 2012 Namwon Korea Open will be held in Namwon, Korea from April 21st to 29th, 2012. We expect that a number of countries and regions affiliated with FIRS, CARS, WSSA, and CIRILH are planning to participate in this competition and various events will be also performed.

 

KRSF(Korea Roller Sports Federation) has strived to make the Korean Open as the comprehensive competitions which consist of speed(track and road), slalom and inline hockey.

 

I would like to show our commitment in developing this annual event to the renowned international competition that many skaters are willing to participate. Also, prize money will be arranged in order to encourage all participants to do their best during the competitions. No entry fees but the expense of travel, accommodation and meals will be up to each team or skater.

CONDITIONS, RULES AND REGULATIONS

2012 NANWON KOREA OPEN

 

 

DATE AND VENUE

2012 Namwon Korea will be held in Namwon city, Jeollabuk-do, Korea from April 21st to 29th, 2012.

i) Track events will be from April 21st to 24th, 2012

ii) Road events will be from April 25th to 27th, 2012

iii) Freestyle skating will be from April 21st and 22nd, 2012

iv) Inline hockey will be from April 27th to 29th, 2012

v) Inline marathon will be held on April 29th, 2012

 iv) Inline Hockey : 30m X 60m (max), paved urethane surface (inner space in 200m banked track)

METHOD OF PARTICIPATION

* Age Groups for Speed skating (Track and Road) (Based on the passport)

- Elementary School(1st & 2nd grade) Men and Women

: born from January 1st, 2004 to December 31st, 2005

- Elementary School(3rd & 4th grade) Men and Women

: born from January 1st, 2002 to December 31st, 2003

- Elementary School(5th & 6th grade) Men and Women

: born from January 1st, 2000 to December 31st, 2001

- Middle School Men and Women

: born from January 1st, 1997 to December 31st, 1999

- High School Men and Women

: born from January 1st, 1994 to December 31st, 1996

- University and Business

: born on or before December 31st, 1993.

(Korean athletes depend on their educational system.)

 

* Age Groups for Freestyle skating (Based on the passport)

- Junior Group : born on or after January, 1st 1996

- Senior Group : born before January, 1st 1996

Battle and Pair slalom shall be not classified by age group.

 

* Age Groups for Inline Hockey(Men only) (Based on the passport)

- Junior Group 1 : born from January 1st, 2003 to December 31st, 2005

- Junior Group 2 : born from January 1st, 2000 to December 31st, 2002

- Senior Group : born before January, 1st 1996

 

The age of each division will be checked against his/her passport before the competition.

 

 

 

COMPETITION METHOD

i) Speed skating (Track and Road)

a. Speed Rules & Regulations of KRSF first and then the latest edition of CIC Rules and Regulations shall be applied.

b. In track and road races no more than 3 (three) races except relays per athlete and no more than 3 (three) athletes per team per race. In relay races, each team may enter 4 (four) or more skaters, being always 3 (three) competing skaters only.

c. All athletes of the same team must wear the same uniform. Also for the safety of the competitions, the helmet is compulsory and other protective garments recommended. However, in road races, gloves and guards for knees and elbows are mandatory to all athletes of Elementary School Division.

 

ii) Freestyle Skating

a. General Rules on Freestyle Skating Rules & Regulations in WSSA shall be applied.

b. The number of participants of each team is not limited.

c. Pair Slalom must consist of only 2 skaters for each team and shall be not classified by sex group.

d. For the safety of the competition, the skates and other equipments should be adequate.

e. Music for Freestyle Slalom and Pair Slalom must be collected by the Judges Committee ONE DAY prior to the commencement of the competition. It must be on separate CDs and the CDs must be marked clearly with the skaters’ names, sex, country, category and event. No other music shall be recorded.

 

iii) Inline Hockey (Senior International Group)

a. All participating teams including domestic teams will be allocated into pools at 2012 Namwon Korea Open and pool allocation draw will be held on 6th April, 2012 by Games Committee of KRSF.

b. Following the pool matches, the knockout rounds for the champion will follow the structure. The full structure with 6 (six) teams participated is as follows:

  Semi-final 1 : Winner Pool A   v   Runner-up Pool B

  Semi-final 2 : Winner Pool B   v   Runner-up Pool A

  Bronze Final :  Loser S-F 1   v   Loser S-F 2

  Final :        Winner S-F 1   v   Winner S-F 2

 

 

c. Team size shall consist of no more than 16 players, to include 2 goalies.

d. Match Duration : 15 (Fifteen) minutes each half with 3 (three) - minute half times for pool.

  20 (Twenty) minutes each way with 5 (five) - minute half time for knockout. However, the time shall be subject to change owing to the weather and rink conditions and so on.

e. Participating teams should arrive at the rink prior to 30 (thirty) minutes of the match and a list of the names and numbers of all eligible players must be handed to the Referee or Match Official before 10 (ten) minutes of the start of the match.

f. All protective equipment except gloves, head gear or goal-keeper leg pad, must be entirely under the uniform. All players must wear shin guards and elbow pads. A minor penalty may be imposed for a violation of protective equipment.

g. A team must have a goalie and four players on the rink before 2 (two) minutes of the start of the match. A forfeit shall be declared by the referee against the team not able to field a goalie and four skaters.

h. Referee : 2 (Two) referees at the rink, 2 (two) goal judges and 2 penalty timekeepers each match.

i. The entire team uniform: “jersey and pants” must match in style and color. Goalie jerseys will be the same color and design as other team members. All players participating in contests will be uniformed and have two jerseys of different colors. Player numbers will be required only on the backs of the jerseys with whole numbers only from 00 to 99 and 25 cm (10") in height. A captain and alternate captains shall have a small “C” and “A” on the right shoulder of their jersey.

j. At the conclusion of the tied match in semi-finals, a three (3) minute rest will be allowed, and the teams will begin 5 (five) - minute sudden death, with the announcement that the first team to score will be declared the winner. If no team has scored after 10 (ten) minutes, shoot-outs will take place using 3 (three) shooters from each team, with each team alternately participating, in conformity with procedures as outlined in Rule 28 for penalty shots. The highest number of successful goals obtained from the four attempts will determine the victor in the shoot-out. If after the first round, a tie still exists, additional shots will be attempted by each team under a sudden death format with the three shooters, allowing each team the same total number of attempts.

 

 

JUDGES

For track and road races on speed skating and inline hockey, all the judges/referees shall be composed of Korean international and national judges/referees appointed by KRSF, and for freestyle skating, a few international judges abroad invited by KRSF.

 

 

 

 

 

RANKING AND AWARDING PROGRAMME

i) Speed skating (Track and Road)

a. Prize money for track and road is separate and ranking based on points, too.

b. According to the result each event in track and road, the top 3 (three) athletes will be awarded a medal and certificate.

c. The points will be given to the top 6 (six) places each event. 7 (Seven), 5 (five) and 4 (four) points will be awarded to the top 3 (three) skaters, and 3 (three), 2 (two) and 1 (one) point to other 4th, 5th and 6th place. No points in relays.

d. The athlete who obtains the most points in the best 2 (two) results out of 3 (three) races except relays at each division in track races will be MVP. (The total 8(eight) MVPs : men and women of middle school, high school and university/business each, and elementary school(5th and 6th grade) boys and girls only.) There will be another 8 (eight) MVPs in road races, too.

 

The total of 16 (sixteen) MVPs in track and road will be awarded the prize money, plaque and certificate, and the 2nd & 3rd placers will be presented prize money and certificate.

 

In case of the same points obtained by each athlete, the winner will be decided as following order;

1.    Ranking of relay race

2.    New record(except points race and points & elimination race)

3.    Medals obtained

4.    More longer in distance

 

ii) Freestyle Skating

According to the result of each event, the top 3 (three) athletes will be awarded a medal, prize money and certificate.

 

iii) Inline Hockey

The following number of match points will be awarded for each pool stage match :

Win - 2 points, Draw - I point and Loss 0 point

 

The teams in a pool are ranked 1st through 3rd based on their cumulative match points.

If the teams are level on match points, the following criteria will be used in the following order until one of the teams can be determined as the higher ranked :

  1. Number of the match won
  2. The winner of the two tied teams
  3. Goal points
  4. Small number of scores lost in the winning match
  5. The minimum scores lost
  6. Total accumulated penalty time

 

The Champion, runner-up and 3rd placer in each Group will receive a trophy(team), certificate and medal(individual), and the prize money will be also awarded.

We, KRSF and Namwon city, will provide total prize money, over USD62,220 (KR\70,000,000) to encourage the participation. As of February 6th, 2012, the exchange rate is as below.

* 1 USD[$] = 1,125 Korean Won[\]   (The exchange rate is subject to change.)

 

The amount of total prize money includes Special Prize Money for foreign participants only.

 

The prize money of the event(s) which no one enters the race and/or participating teams or skaters in speed skating(track and road) and freestyle are not sufficient to determine the gold, silver and bronze medals may not be provided.

 

Taxes will be deducted from the prize money in accordance with the Korean taxation laws.

 

 

 

EXPENSES

i) No entry fees.

ii) Accommodation, meals and local transportation

a. Each team or entrant is responsible for their own traveling, board and lodging expenses while the local organizers will provide you with local transportation from the Incheon Int’l Airport to Namwon when you arrive in the airport.

b. The local organizers are responsible for the shuttle bus from your accommodation place to the event venue and return during the event.

iii) For foreign participants we recommend you Kensington Resort(former Hankook Condominium. Rooms are for 2 to 5 persons and mostly for 4 persons. The price including breakfast in one room with 4 persons is 35,000 Korean Won(Tax included / about USD31) per person. Lunch and dinner will be able to serve you the price 15,900 Korean Won(Tax included / about USD14) and 19,900 Korean Won(Tax included / about USD18) each. In addition there are many motels in Namwon city. The price for the room with a double bed in the motels will be about USD45~50 (about 50,000 Korean won) per day per room(not per person). Also you can have meals at the restaurants near the motels but almost Korean food will be served at most of the restaurants. The ordinary price will be about USD4~6 (5,000 ~ 6,000 Korean won) per meal.

iv) For your requirements the local organizers are going to arrange the rooms and so on for you. Also the ground transportation information from Incheon Airport to Namwon will be informed after your notice on room requirements and flight itinerary like the above. No notice on schedule, no transportation on arrival in Korea.

 

 

VISA

The Visa to enter Korea will be up to each participant. It is recommended to contact the Embassy/Consultant of the Republic of Korea in your country for Visa Application as soon as possible.

In the case that there is any necessary document for application from KRSF(Korea Roller Sports Federation), please let us know in advance.

 

 

MISCELLANEOUS

i) The Organizers reserve the rights to use the photos, audio & video materials, etc. of all athletes for the purpose of promoting Korea Open and roller sports.

ii) All participating teams and individuals should be responsible for their treatment expenses for injuries during competitions. Please note that Life Insurances are recommended against accidents and illnesses in Korea.
